Transparency and openness: Modernization of the judicial system in the Republic of Macedonia [public policy document]

Network 23 issued a public policy document on the transparency and openness of the judicial system.
The document contains recommendations for improving transparency of the judiciary with concrete legislative proposals, including the key conclusions of the policy dialogue from Network 23+, held in April 2017. Part of the findings have been confirmed in the Second Senior Expert Group Report, or the “Priebe Report”.

A key step in improving the transparency of the judiciary is the strategic approach to public relations in the judiciary, in which all relevant stakeholders participate (Judicial Council, courts, Ministry of Justice, Association of Judges, lawyers, journalists, etc.). This approach should establish rules for communication with citizens, non-governmental organizations and the media in order to increase the public trust in the judiciary.

In addition, measures to increase publicity in court hearings, regular publications of court decisions and increased usability of court websites are recommended.
